Why This Office Was Opened

Estara Ledger began from a single observation: families across Perak — and across Malaysia — arrive at moments of inheritance holding papers whose meaning has never been formally recorded, in collections whose shape has never been organised. The work of untangling that situation falls to family members who are already carrying the weight of loss.

The office was opened in Ipoh in 2019 by Siti Aisyah Razali, who had spent a decade working in records management for a federal land authority. She saw the same problem across offices and family files: the knowledge of what a paper means, where it came from, and who held it before belongs to the people who are no longer there to explain. Once they are gone, so is the account.

Estara Ledger does not replace solicitors, notaries, or accountants. It does the work that those professionals cannot bill for: sitting with a family, building an inventory, recording the voices that hold the context, and training the institutions that hold documents on behalf of others to do so in a way that will endure.

Our Position

This office is archival, clerical, educational, and organisational. Nothing here is drafted, interpreted, valued, or adjudicated upon. Where a family's questions require a qualified practitioner, we direct them to one. That boundary is not a limitation — it is the thing that makes this room useful.

Where We Work

Our office is at 17 Jalan Chung Thye Phin, 30250 Ipoh, Perak. Appointments are by arrangement. Institutional engagements include on-site visits to the client's premises. The Oral History recording sessions take place wherever the elder family member is most comfortable — home, a quiet hall, or the office.

Languages

Appointments are conducted in English and Bahasa Malaysia. Oral history recordings may be conducted in any language the family chooses. Transcripts are produced in the language of the recording, with an English summary note attached.

Spent ten years in records management at a federal land authority before establishing Estara Ledger. Holds a Diploma in Archival Studies from Universiti Teknologi MARA and sits on the Malaysian Records Managers' Association working group on family collections.

Oral History Interviewer

Conducted more than two hundred recorded interviews across the Klang Valley and Perak over twelve years. Trained in archival oral history methodology and fluent in English, Mandarin, Cantonese, and Bahasa Malaysia. Works with elders in the language of their ease.

Brings twelve years working in document control for a Kuala Lumpur law firm and a wakaf administration body. Leads the institutional records practice engagements, including staff training and retention schedule design.

Standards That Govern Every Engagement

Signed Handling Statement

Before any engagement begins, both parties sign a statement specifying what is produced, what is retained at the end of the work, and what is destroyed. That statement is reproduced in full in the engagement agreement, not linked to a separate document.

No Copies Retained

Original documents are not held beyond the engagement period. Working copies are returned or destroyed as agreed. No document image, scan, or transcript is kept on our systems without the family's explicit written consent, which may be withdrawn at any stage.

Personal Data Protection

All personal data collected in the course of an engagement is handled under Malaysia's Personal Data Protection Act 2010. Families receive a plain-language summary of how their information is used at the start of every engagement.

Published Archival Standards

Institutional assessments are conducted against published standards, including ISAD(G) for description and ISO 15489 for records management. Where we cite a standard, the citation names the document and the edition consulted.

Clear Referral Practice

When a question is outside our scope — a legal query, a valuation, a tax matter — we do not attempt an answer. We note the question, name the professional category that addresses it, and include a relevant listing in the directory given to every orientation client.

Editorial Control Stays with the Family

In oral history recordings, any passage may be removed before delivery without explanation required. The account that leaves this office is the account the family has agreed to. Nothing is published, shared, or forwarded without explicit consent.

FOLIO 05 — WHAT GUIDES THIS WORK

On Inheritance Documentation in Malaysia

The management of a household's papers sits between two professional worlds. Solicitors and notaries address the legal standing of documents. Estate valuers and accountants address their financial meaning. What neither profession ordinarily provides is the work of organising, recording, and preserving the papers themselves — making them legible to the family members who will hold them next.

In Perak and across Malaysia, this organisational gap is particularly visible in multigenerational households where property records, photographs, correspondence, and objects have accumulated across decades without a formal inventory. When an elder passes, families are left to reconstruct context that was once held in living memory.

Estara Ledger occupies that gap. The work here is educational and clerical: helping families understand what an inventory is, recording the accounts of those who hold the knowledge, and building the processes that allow institutions to manage their members' documents with care and accountability.

This is quiet work. It does not promise outcomes or make claims about what a document will do for a family. It creates a record — organised, preserved, and accompanied by the voices that gave it meaning — for the generation that comes next.
